This one was not an easy call. And im sure there will be many like it.
Going by the standards for judging which was applied in the OP Article. which clearly judged on costume and physical attractiveness I believe that America manages to take the Revy Point.
I believe that Japan's Revy has a better outfit simply because of the more realistic looking shorts and belt. But i am forced to award the steel to America based on the Revys hair being better, A better shot of the Tatoo, and overall sexyness which is displayed more fully in America's superior shooting angle.

Yes Yes everybody loves Kipi. And this Particular costume is great.
Now let me say this on Kipi.
She now single handedly owns the point for: Aname Misa, Haruhi Suzumiya, Sayuka Kouenji, And she would have chi as well if America hadn't stolen that point today.
Now we all can see that she is one of the cutest people probably on the planet earth. However this is not 100% of the contest. Simply being cute wont always be enough as we saw with Chi. So even though Kipi is one of my favorite cosplayers, the fact that she is so cute wont allow her to have an endless grip on the point for every character she cosplays as. Only most of them lol.
